Can I buy more than 2 iPhone 6 in separate purchases through apple store?

I bought two iPhone 6 in two separate purchases in October and November. When I recently ordered the 3d iPhone 6, I was denied delivery with the explanation that only two iphone 6 are allowed to buy per person. Is it so?
